Diplomatic Foreign Currency Accounts (DFA) and Diplomatic Rupee Accounts (DRA)

Names of the Products

  • "Diplomatic Foreign Currency Accounts" (DFA)
  • "Diplomatic Rupee Accounts" (DRA)

 

Persons eligible to open Diplomatic Foreign Currency Accounts (DFA) and Diplomatic Rupee Accounts (DRA)

  • A foreign citizen who holds a diplomatic passport, diplomatic identity card issued by the Ministry of the Minister assigned subject of Foreign Affairs and has been exempted from the requirement of obtaining resident visa issued by the Department of Immigration and Emigration.
  • A foreign citizen who holds a non-diplomatic passport and has been exempted from the requirement of obtaining resident visa issued by the Department of Immigration and Emigration.
  • Foreign Diplomatic Missions, i.e. Embassy, High Commission, Consulate, Permanent Mission of United Nations or EU delegation of the European Commission.
  • Family members of Diplomatic personnel (citizens of a foreign country represented by the diplomatic mission), in Sri Lanka, who hold diplomatic or non-diplomatic passports and have been exempted from the requirement of obtaining resident visa issued by the Department of Immigration and Emigration.

Diplomatic Foreign Currency Accounts (DFA)

  • Remittances in foreign exchange received from outside Sri Lanka in favor of the account holder through the banking system.
  • Foreign currency brought into Sri Lanka by the account holder on declaration to Customs Department.
  • Transfers from Inward Investment Accounts and accounts maintained in the Offshore Banking Units of the same account holder.
  • Transfers from Diplomatic Foreign Currency Accounts and Diplomatic Rupee Accounts, irrespective of the account holder.
  • Transactions or Transfers from any other category of accounts that may be permitted to maintain by the Central Bank from time to time, to the extent such transactions or transfers have been permitted by directions issued by the Central Bank.
  • Interest earned in foreign currency on the funds held in the account.
  • Any outward remittances made outside Sri Lanka.
  • Withdrawal in foreign currency or in Sri Lanka Rupees for local expenses of the account holder.
  • Transfers to Inward Investment Accounts and accounts maintained in the Offshore Banking Unit of the same account holder.
  • Transfers to Diplomatic Foreign Currency Accounts and Diplomatic Rupee Accounts, irrespective of the account holder.
  • Transfers to Personal Foreign Currency Accounts of any other person.
  • Transactions or Transfers to any other category of accounts that may be permitted to maintain by the Central Bank from time to time, to the extent such transactions or transfers have been permitted by directions issued by the Central Bank.

Diplomatic Rupee Accounts (DRA)

  • Remittances in foreign exchange received from outside Sri Lanka in favor of the account holder through the banking system.
  • Refunds, reimbursements and payments due to the account holder from any person in Sri Lanka.
  • Sale proceeds of motor vehicles owned by the account holder, derived in Sri Lanka upon submission of documents by the account holder.
  • Transfers from Inward Investment Account of the same account holder.
  • Transfers from Diplomatic Foreign Currency Accounts and Diplomatic Rupee Accounts, irrespective of the account holder.
  • Transactions or Transfers from any other category of accounts that may be permitted to maintain by the Central Bank from time to time, to the extent such transactions or transfers have been permitted by directions issued by the Central Bank.
  • Interest earned in Sri Lanka Rupees on the funds held in the account.
  • Remittances in Sri Lanka Rupees received from outside Sri Lanka in favour of the account holder through the banking system.
  • Disbursements in Sri Lanka in Sri Lanka Rupees.
  • Outward remittances of visa fees, refunds, reimbursements and sale proceeds of motor vehicles owned by the account holder.
  • Transfers to Inward Investment Accounts of the same account holder.
  • Transfers to Diplomatic Foreign Currency Accounts and Diplomatic Rupee Accounts, irrespective of the account holder.
  • Any other transaction approved by the relevant line Ministry.
  • Transactions or Transfers to any other category of accounts that may be permitted to maintain by the Central Bank from time to time, to the extent such transactions or transfers have been permitted by directions issued by the Central Bank.

Documents Required

Documents required to be submitted to open Diplomatic Foreign Currency Accounts (DFA) and Diplomatic Rupee Accounts (DRA);

  • For individuals, account opening application, a photocopy of valid passport (pages depicting photo, details, Visa and endorsements for alterations) KYC Form, FATCA declaration and any other documents stipulated by the Bank from time to time.
  • For Diplomatic Missions, account opening application as appropriate, KYC Forms, FATCA declaration and any other documents stipulated by the Bank from time to time.
  • A Letter of Request signed by the Head of the Diplomatic Mission or an authorized official on a letterhead of the Mission, to open DFA / DRA.
